Description:
Tenders are invited for Review of the Organisational Structure. (a) undertake a comprehensive Workload Analysis and make recommendations on the appropriate Organisational Structure suitable for the implementation of the SACU mandate and Work Programme in accordance with the approved Strategic Plan of SACU; (b) develop Directorate and Unit Mandates in line with the Strategic Plan; (c) develop Job Descriptions for all proposed new positions and proposed changes in the existing positions; (d) undertake a comprehensive Skills Audit; (e) undertake Man-to-Post Skills Matching and Business Process Mapping; (f) develop a strategy on intra and inter Directorate transfers; (g) advise on strategies to deal with likely Industrial Relations issues, such as staff grievances related to the revised structure; (h) if necessary, advise on grading where there are new positions; (i) provide a high-level indicative budget/cost estimation for the proposed Organisational Structure to enable SACU to make an informed decision concerning its suitability. This should align with the Council decision of a cost-effective Organisational Structure; and (j) propose an Implementation Plan for the transition from the existing Structure to the New Structure. The Implementation Plan should include comprehensive Communication and Change Management Strategies, which will be vital to the success of the Implementation Plan.
