• Request for proposals are invited for Provision of Consultancy services for Conducting the Review of Vision 2030 Objectives: The main objective of the Review of Vision 2030 is to provide an assessment of Ihc progress towards llie expected development outcomes envisaged in Vision 2030, as well as analyse how the country has performed in the past 16 years, draw key lessons and provide a set of clear and forward- looking options for adjustments in the current and subsequent NDPs and the next long-term vision post 2030. The review will also asses the achievement of the international, continental and regional commitments, such as Sustainable Development Goals, African Union Agenda 2063 and the SADC Regional Indicative Strategic Development Plan (RISDP) and other relevant protocols and will make recommendations through the lenses of these frameworks to guide the formulation of the country`s development goals. The review will include participatory approach where consultations with various stakeholders will be held to gauge their perceptions and opinions Specific objectives: (a) Analyze the relevance and adequacy of the strategies adopted to achieve the defined long term national and sectoral targets. Assess the impact of national strategies and programmes towards the achievement of national objectives and goals; (b) Analyze the performance and relevance of national and sub-national programmes as per the set indicators, baselines and targets. Assess the past and current national socioeconomic performance in its entirety; (c) Reflect on the contribution of all developmental actors including non-state actors in accelerating progress towards the vision 2030, noting that the vision has been accepted by broader society; (d) Conduct perceptions/opinions interviews with various stakeholders including communities on developmental outcomes; (c) Identify good practices, lessons learned and challenges. (0 Provide recommendations and policy interventions for accelerating progress towards Vision 2030; (0 To develop future policy scenarios to direct development efforts towards realization of national goals; (g) Analyze both the constraining and facilitating factors in the implementation of Vision 2030; including whether the scenarios adopted have materialized and/or new risks have emerged. Identify binding constraints in implementing Vision 2030 and identify emerging risks for future development; (h) Analyze the Vision implementation management, coordination, partnerships and M&Ii activities, including the role of the National Planning Commission (NPC) in using the NDP approach to monitor Vision implementation and provide input to the formulation of the remaining NDP`s.
