• Expression of Interest are invited for Pool of Consultants to Provide Technical Support to the Ministry of Finance and Public Enterprises (Mfpe) in the Development of Various Policies and Guidelines provide technical support to the Ministry of Finance and Public Enterprises (MFPE) in the development of vanous policies and guidelines in the context of the Public Enterprises Governance Act (PEGA) 2019). Deadline for Bid submission: 28 February 2023 at 16h00 The consultancy encompasses the following tasks, among others: (but not limited to) shal be requested from shortlisted professionals • Techntcal support on the development of the Holding Company which should take into consideration the legal instruments, governance structure and research on ntemattonal best practice • Advice and support in the implementation and upscafcng activities concerning a Public Enterprises Financial Momtonng System (PEFMS) and an Integrated Electronic Performance Monitoring. Evaluation & Reporting System (IEPMERS) for Commercial PutAc Enterprises in Narmbia. • Review/Development off Integrated Strategic Business Plans (ISBPs). Annual Business Plans of selected Commercial Public Enterprises as the need arises. • Support to design and development of improved basic governance conditions for monrtonng the performance of commercial PEs. in line with the Public Enterprises Governance Act 2019; • Facilitation and technical support in the context of workshops and excursions with the foiowing relevant actors: (1) MFPE: (2) Boards of the commercial PEs; (3) PE management board members and staff. (4) selected line ministries; (5) National Planning Commission; (6) implementation partners of German Technical Cooperation (TC). • Support and technical advice on the implementation and upscaling of an Integrated Performance Monitoring System (IPMS). m dose cooperation with MFPE and GIZ PMPE II. • Risk management. Debt consolidation. Business process reengineenng. Portfolio management. Balance sheet restructunng. Monitoring and evaluation. Research. Reform/restructunng of specific strategies for distressed PEs; • Conduct and facilitate Capacity Burfdmg workshops for MFPE management staff and selected Public Enterprises on policies, compliance and Performance Monrtonng, Evaluation & Reporting Systems. • Provide reports and recommendations on performance management/rrxmrtoring implementation.
