• Tenders are invited for National Consultant(S) to Develop the NDC Implementation Strategy and Action Plan (2021 - 2030) in Namibia Scope of Work The national consultant(s) together with the international consultant(s) will develop and prepare a NDC implementation strategy and action plan based on the current NDC, National Policy on Climate Change 2011, National Climate Change Strategy and Action Plan 2013-2020, the updated and finalised NDC document, National Development Plan 5, Namibia Vision 2030, the Harambee Prosperity Plan II (incl. the Economic Recovery Plan) as well as relevant sectorial development policies and strategies, and the GCF country strategy. The national consultant(s) will support the international consultant with mapping and identifying key stakeholders, conducting consultations and collecting key data that will inform the development and implementation of the NDC implementation strategy. Specifically, the national consultant(s) together with the international consultant will: Work with focal points and key stakeholders to estimate the costs of all activities in the Partnership Plan and the envisaged Implementation Strategy, using existing estimates from related sector investment plans, project budgets, proposals for finance, and in close consultation with the MoF;  Coordinate with focal points to identify a process for collaborating on updating and refining the NDC Partnership Plan towards the envisaged NDC Implementation Strategy, both internally across the three focal points, as well as externally with a broader coalition of government institutions and partners within the development community, civil society, private sector, and academia as well as other identified key stakeholders and international partners, as example;  Organize - in close coordination with the international consultant(s) - at least two consultative workshop to collect data which will be used in the development of the NDC implementation strategy Conduct consultation with key stakeholders to verify the draft NDC Implementation Strategy and Action Plan, within a larger, multi-sectoral, multi-institution forum on coordinating the NDC . Timelines. The expected start date for this consultancy is middle October 2021, with a duration until 28. February 2022 (4 months period). It is important to follow the critical timelines provided in Table 1.
