- Tenders are invited for Procurement of Consultancy Services for the Development of an Urban Land Policy, Programme and Strategies. The Ministry of Urban and Rural Development intends to procure the services of a registered Leading Project Consultant to develop an Urban Land Retonn Policy, Programme and Strategies aimed at ensunng equitable access to Urban Land for all Namibian, Security of tenure, Aftordabihty, Efficiency in Urban Land Markets and Sustamabihty The consultant is expected to deliver the following key outs in collaboration with technical staff al the Ministry Inception Report Draft Urban land Policy, Programme and Strategies and Final Urban land Policy, Programme and Strategies In this regard, the Ministry intends to develop a short-list of project consultant firms who meet the qualification requirements set out in para 3 herein below Analyse existence of Policy and Legal and Institutional framework, Identification of strengths and gaps in existing Programme and Strategies Description and analysis of the level of efficiency of urban land delivery system, Identify the various relevant land actors and stakeholders at national and sub-national level. and profile their roles in urban land delivery. Consult with key actors and stakeholders to identify good practice examples that can be built on i supported and extended, Recommend possible areas that require reform and improvement The Consultant will be also have to travel to all fourteen (14) Regions of Namibia in i order to conduct situational analysis and collect data and to engage relevant stakeholders for their input Develop an Urban Land Policy Programme and Strategies
